Special projects consultant to the inland navigation authority

Marine Consultancy Limited are also commissioned by the inland navigation authorities to undertake special project work using their wealth of engineering skill and experience in the boating environment.  Such projects have included the assessment of a large proportion of British Waterway’s work boat fleet, and a desk-top study into the manufacture, installation and use of solid fuel stoves in boats (published executive summary (pdf)).

Boat Safety Scheme

David Fuller is the Lead Quality Control Assessor to the Boat Safety Scheme (BSS) and is responsible for certain proactive and reactive quality control measures.  Given this role we do not issue Boat Safety Scheme Certificates for clients other than the BSS Office.

The Boat Safety Scheme use his highly regarded expert knowledge with boat investigations looking analytically into the cause of incidents as their Lead Quality Control adviser and a member of their Technical Committee also sitting as a permanent member of the Advisory Committee.  David  works along side the Environment agency and Canal & River Trust to evaluate third party risks on Britain’s waterways.

  • As a consultant to the Boat Safety Scheme since 1997, David:
    routinely reviews and critiques BS EN ISO standards, including ISO 109239
  • undertakes detailed risk reviews relevant to small craft design, construction and use
  • edits existing and writes new technical specifications and requirements for small craft
  • is responsible for project work and undertakes project management roles.

Over more than 30 years David has been a member of the following small craft/technical committees:

  • Boat Safety Scheme Technical Committee (1997 to date) in the capacity as their Lead quality control assessor and technical consultant
  • British Marine Federation Technical Committee (1988-1989) on behalf of the UK’s Yacht Charter Association
  • UK Yacht Charter Association general committee (1987-1989) at a time when the association was extensively involved with the development and implementation of the first editions of the now
  • MCA small commercial vessel codes.
